"The Community Access Program assists in the establishment of public Internet access in rural communities. Its objective is to familiarize rural Canadians with how the Internet can be used for economic and community development, particularly the creation of jobs and growth."
All three branches of the South Central Regional Library serve as CAP Centres. Morden, Winkler and Altona each have two computers available for public Internet access.
